The museum's building is funded by the philanthropic Mr. and Mrs. F. C. Tseng, TSMC’s Education and Culture Foundation Chairman, and named "Jie Ying Hall" in honor of Mr. Tseng's parents, Tseng Jie and Huang Yue-Ying. There is an inscription "Jie Ying Heritage Museum" autographed by former National Tsing Hua University President Liu Chao-Shiuan and engraved in stone as a lasting tribute.
The building was designed by Fieldoffice Architects led by architect Mr. Huang Sheng-Yuan, and was constructed by Jiaen Construction, with groundbreaking in 2021 and completion in 2025, to be a breathing feature blended into the forested part of the NTHU campus.
Jie-Ying Heritage Museum provides a place for Taiwanese society to understand the history and the current status of our co-existence. It is more than a storage building for the artifacts; it invites people to participate in discussing history, knowledge, and culture and therefore become part of the history.
